The Cabinet has agreed today a measurements bundle to fight against the unemployment that is not provided with the support of the social agents. Neither the trade unions, nor the management one have come to no agreement with the Executive in the table of the social dialogue for considering the insufficient measurements. Nevertheless, Maria Teresa Fernández of the Vega, has made sure that the measurements yes will be effective and, consequently, they will proceed of urgency by means of a Decree with Theirs Law so that they could come into force during 2009.
The actions that the decree raises are diverse and they go from the reinforcement of the protection to tax benefits. Of the Vega he has announced that the INEM will receive more resources to attend to the idle ones. 1.000 new workers will join the 1.415 that entered the INEM last year to be part of the fixed staff before the forecast of the increase of load of work.
Another measurement taken the Government contemplates that the personnel affected by an ERE could be employed at another activity while the situation of his company is in the air. Also, measurements have been approved already known like that the companies receive bonuses of the managerial quota to the Social security of 100 % whenever they hire to stopped, while if they hire workpeople affected by an ERE, the discount will be 50 %. Also, the companies will be able to benefit from the possibility of dividing or of postponing the payment of the quotas of the Social security to be able to keep on developing his activity if there are viable companies.
Others outstanding measurement is the creation of a new line of financing of the Institute of Official Credit (ICO) for the medium companies that will help them with the treasury (the money for every day). The requisites to gain access on this credit are to be a reliable and viable company, as well as to have created or supported the employment during 2009.
The CEOE, although he thinks that the set of measurements can brake of relating to the moment form the employment destruction, they do not agree with them. Especially, they differ on the bonuses of the quotas to the Social security and the impulse of the partial hiring. For his part the trade unions believe that the Government remains short and that the measurements do not go in the direction adapted to solve the problems of fund of the Spanish economy.
